CALL TO The regular meeting of the Committee on Agriculture, Water and Energy
ORDER: Sustainability Committee was called to order at 10:52 a.m., in the Council
Chambers, Hilo, by Mr. Herbert M. "Tim" Richards, III, Chair.

Communication 414.2 please.
MR. HENRICKS: Do you want me to read in Bill 65?
CHR. RICHARDS: Oh, excuse me, Bill 65 first. Thank you.
BILLS FOR The Chair directed the Committee to proceed to the next order of business,
ORDINANCES: Bills for Ordinances.
Bill 65: AMENDS THE HAWAII COUNTY WATER USE AND DEVELOPMENT
PLAN TO INCLUDE PROVISIONS FOR THE KEAUHOU AQUIFER SYSTEI
PURSUANT TO SECTION 29-3 OF THE HAWAII COUNTY CODE 1983
(2016 EDITION, AS AMENDED)
Addresses regional water needs and source development strategies of the
Keauhou Aquifer System area, accounting for demand projections identified by
the Kona Community Development Plan as well as traditional and customary
practice considerations.

Postponed: September 19, 2017
(Note: There is a motion by Ms. Poindexter, seconded by Ms. Eoff, to
recommend passage of Bill 65 on first reading.)

September 27, 2017, requesting Bill 65 be withdrawn.
CHR. RICHARDS: Okay, thank you, Clerk. Chair Poindexter.
Withdraw Motion Ms. Poindexter withdrew her motion to recommend
Passage of Bill 65 on first reading.
CHR. RICHARDS: Clerk, do we need to vote on this or it's just withdrawing?
MS. POINDEXTER: No, I'm withdrawing.
CHR. RICHARDS: So, it's withdrawn and this gives an opportunity for more
work to be done on Bill 65, so thank you, Chair. That's the end of our business,
correct?
MR. HENRICKS: You would need to, as the introducer of the bill, withdraw
consideration of the bill.

CHR. RICHARDS: Okay, thank you.
MR. HENRICKS: So,just for the record, if you could do that.
Withdraw Bill 65: Mr. Richards announced the withdrawal of Bill 65.
CHR. RICHARDS: We'll communicate that to the Water Department, so thank
you.
ADJOURN- There being no further business, at 11:10 a.m., Ms. Poindexter moved to adjourn the
MENT: meeting. Seconded by Ms. Eoff and carried by the following voice vote:
Ayes: Committee Members David, Eoff, Kanuha,
Lee Loy, O'Hara, Poindexter, Ruggles, and
Chair Richards —8.
Noes: None.
Absent: Committee Member Chung— 1.
Excused: None.
