CALL TO ORDER: A public hearing to consider the proposed operating and capital budgets for fiscal
year July 1, 2017, to June 30, 2018, was called to order by Chair Valerie T.
Poindexter at 5:03 p.m., in the Council Chambers, Hilo.
ATTENDANCE:
Present: Ms. Valerie T. Poindexter, Chair
Ms. Karen Eoff, Vice Chair
Mr. Aaron S. Y. Chung, Member
Ms. Maile Medeiros David, Member
Mr. Dru Mamo Kanuha, Member
Ms. Susan L. K. Lee Loy, Member
Ms. Eileen O’Hara, Member (came in later)
Mr. Herbert M. “Tim” Richards, III, Member
Ms. Jennifer Ruggles, Member
PURPOSE OF CHR. POINDEXTER: The purpose of this hearing—the public hearing is being
HEARING: held pursuant to the provisions of Section 10-4 of the Hawai‘i County Charter,
which requires that a public hearing be held to hear testimony from members of
the public on the operating and capital budgets of the County of Hawaiʻi for fiscal
year July 1, 2017, to June 30, 2018.
So, the Statements from the Public, all persons desiring to speak—I have
one testifier here—must register with the County Clerk’s staff by filling
out a form at the registration table and handing it to the staff person there.
Each person will be allowed three minutes to make their presentation.

ADJOURNMENT: There being no further speakers to come before the Council, at 5:09 p.m.,
Ms. O'Hara moved to adjourn the meeting. Seconded by Ms. David and carried
by the following voice vote:
Ayes: Council Members Chung, David, Eoff,
Kanuha, Lee Loy, O'Hara, Richards,
Ruggles, and Chair Poindexter—9.
Noes: None.
Absent: None.
Excused: None.
