RESOLUTION NO. 40. , 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT FOR THE SMOKE DETECTOR PROGRAM.
WHEREAS, the Hawai`i Fire Department, through partnerships with the Office of
Aging,the American Red Cross, and the International Brotherhood of Electrical Workers, will
provide fire-safety home inspections, fire education, and installation of, or battery replacement
for, smoke detectors in qualifying senior homes; and
WHEREAS, most of Hawai`i Island's elderly live in homes that were built prior to 1991,
and the building code at the time did not require smoke detectors thus leaving them vulnerable in
the event of a fire; and
WHEREAS, the Hawai`i Fire Department, Fire Prevention Division, has identified the
need for funds to purchase smoke detectors for its Smoke Detector Program; and
WHEREAS, this program, which began in 2011, has proven its success and commitment
to life safety and property conservation; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Hawaii Fire
Department for the purchase and installation of smoke detectors in Hamdkua.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Fire Chief and Director of Finance, and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
