RESOLUTION NO. 409 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES RELATED TO THE THIRD ANNUAL SAKADA DAY CELEBRATION.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3)nonprofit organization whose mission is to assist people of the Big
Island in achieving sustainable development while caring for and appreciating their natural
environment to ensure broadened economic opportunities, enriched communities, and better
lives; and
WHEREAS, the Honorable Governor David Y. Ige signed into law HB604 dedicating
December 20th as Sakada Day,providing a formal recognition of this very important part of the
Filipino community; and
WHEREAS, the third annual Sakada Day Celebration will be held on
December 17, 2017, to honor the legacy of 125,000 sugar and pineapple plantation laborers
recruited from the Philippines between 1906 and 1946 by the Hawai`i Sugar Planters
Association, acknowledging the Sakadas contribution to Hawai`i's economy, society, and
culture; and
WHEREAS, BIRCDC is working with the Sakada Day group to coordinate this event
and is requesting funds for food, refreshments, materials, and supplies for activities,
demonstrations, and workshops for the third annual Sakada Day Celebration; and
WHEREAS, one of the goals of the Department of Research and Development is to
support sustainable agricultural practices by promoting educational opportunities designed to
build skills and capacity in the farming community and to support local, national, and
international promotion of locally produced agricultural products; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Research and Development to provide a grant to BIRCDC for expenses related to the third
annual Sakada Day Celebration. •
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
