Your Committee on Public Works and Parks and Recreation,to which was referred
Communication No. 570, reports as follows:
Communication No. 570, transmitted by Mayor Harry Kim, dated October 25, 2017, nominates
Ms. Debra Lewis of District 2, to the Veterans Advisory Committee. Ms. Lewis served in the United
States Army from 1980-2010 where she retired as a colonel. She is a graduate of the United States
Military Academy (West Point) and the Harvard Business School.
Upon retiring from the military, Ms. Lewis has worked as an affiliate faculty member at the
University of Hawai`i at Hilo, a Chief Executive Officer for a non-profit, and a consultant. She
has generously volunteered her time with the Hawai`i Island Veterans Memorial Committee,
Veterans of Foreign Wars Post 3830, and the Veterans Day Parade.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, was in the Kailua-Kona Council Chambers and
introduced Nominee Lewis who attended from the Hilo Council Chambers. Ms. Lewis was praised by
Council Members who were aware of her event coordinating work for the recent Veterans Day activities
islandwide.
Several Council Members commented in favor of Ms. Lewis. Chair Ruggles stated that Ms. Lewis did
not need to appear at the Council meeting on December 5, 2017, for confirmation of her appointment.
Pursuant to Chapter 15, Article 7, Section 15-61 of the Hawai`i County Code, the Mayor shall appoint,
with the approval of Council, a representative from various veteran associations to serve on the Veterans
Advisory Committee.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Communication No. 570, and recommends confirmation of the appointment of Ms. Debra Lewis to the
Veterans Advisory Committee.
