Your Committee on Finance, to which was.referred Resolution No. 390-17, reports as follows:
Resolution No. 390-17, transmitted by Finance Director, Deanna S. Sako, via Communication
No. 577 dated October 26, 2017, authorizes the payment of funds of a later fiscal year and of
more than one fiscal year for a multi-year lease for one closed circuit television and one chemical
grouting truck.
This resolution authorizes the Mayor to enter into a five-year lease agreement for a closed circuit
television and chemical grouting truck to be used by the Department of Environmental
Management, Wastewater Division, at an estimated monthly cost of$8,500. The County will
own the equipment at the end of the lease.
Council Member Herbert M. Richards, III, asked William Kucharski, Director of Environmental
Management to explain what a grouting truck is. Director Kucharski stated that a grouting truck
and the Closed Circuit Television (CCTV) is a camera that can go into a sewer and will identify
where the break or leak is, and also has the necessary equipment and ability to go in and apply
grout and make small repairs. He also stated that the existing vehicle is 17 years old and does not
always work.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 390-17,
and recommends its adoption.
