Re: Agreement with the State of Hawai`i
Enclosed is a resolution to enter an agreement with the State of Hawai`i Department of
Defense and with the State of Hawai`i Department of Accounting and General Services
for granting of licenses for the access, installation and maintenance of sirens in the
County of Hawai`i as part of the Hawai`i State Emergency Outdoor Siren Warning
System.
The Hawai`i County Civil Defense Agency requests that this resolution be waived from
the Finance Committee and be placed on the December 5, 2017 Council agenda in order
to expedite this transaction. If there are any questions, please do not hesitate to call
Talmadge Magno, Civil Defense Administrator at 935-0031.

A. REQUEST:
A resolution authorizing the County of Hawai'i to enter into an agreement with the State of Hawai'i
Department of Defense and the State of Hawai'i Department of Accounting and General Services for
granting of licenses for the access, installation, and maintenance of sirens in the County of Hawai'i as part of
the Hawaii State Emergency Outdoor Siren Warning System and the Hawai'i Emergency Alert System.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawai'i Outdoor Siren Warning System is an important part of the Hawai'i Emergency Alert
System in warning and alerting the citizens of the County of Hawaii during emergencies and disasters. Due
to the population growth and expansion of populated areas, it is important to improve and expand civil
defense communication and warning systems on the Island of Hawai'i.

RE: Resolution No. 414-17 : RESOLUTION AUTHORIZING THE COUNTY OF
HAWAII TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII FOR
GRANTING OF LICENSES FOR ACCESS, INSTALLATION AND MAINTENANCE
OF SIRENS OF THE HAWAII STATE EMERGENCY OUTDOOR SIREN WARNING
SYSTEM AS PART OF THE HAWAII EMERGENCY ALERT SYSTEM.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
