ORDER OF RESOLUTIONS Res. 410-17: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNIVERSITY OF HAWAI‘I Provides $9,680 from the Department of Research and Development to the University of Hawai‘i, to fund its “Innovative Agricultural Research to Control Rough Sweet Potato Weevil” research proposal. Funds would be used to evaluate two promising insecticides and evaluate 12 sweet potato varieties reported to have resistance to insects. Reference: Comm. 604 Intr. by: Ms. David (B/R) Res. 411-17: AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE FOR ONE PITNEY BOWES DIGITAL MAILING SYSTEM Authorizes the Mayor to enter into a five-year lease agreement at an estimated monthly cost of $176.74 to be used at the Police Department’s South Hilo Storeroom at the Public Safety Building Complex. Reference: Comm. 605 Intr. by: Ms. David (B/R) Page 2 FC-24 December 4, 2017 Res. 412-17: AUTHORIZES THE ACQUISITION OF PRIVATE PROPERTY BY EMINENT DOMAIN OF TAX MAP KEY: 9-6-002:018, SITUATED AT PUNALU‘U- PĀ‘AU‘AU, DISTRICT OF KAŪ, COUNTY AND STATE OFʻ HAWAI‘I, FOR THE PĀHALA WASTEWATER TREATMENT PLANT Authorizes the Corporation Counsel to initiate proceedings to acquire private property containing an area of 42.5 acres, more or less, to construct a wastewater treatment plant in Pāhala, in compliance with Environmental Protection Agency regulations requiring the elimination of large capacity gang cesspools. Reference: Comm. 607 Intr. by: Ms. David (B/R) BILLS FOR ORDINANCES Bill 82: AMENDS CHAPTER 20, ARTICLE 4, OF THE HAWAIʻI COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO SOLID WASTE FEES Increases disposal fees from the current $85 per ton to $101 per ton, to further increase st by $3 per ton on July 1 of each year, from July 1, 2018, through July 1, 2022. Also increases fees to be applied when the scale cannot be used due to outages, for special handling and all types of vehicles. Submitting Video Testimony: Those submitting video testimony may email a complete web address (url) to videotestimony@hawaiicounty.gov before 12:00 noon on the business day prior to the meeting. The email shall indicate the appropriate Committee or Council meeting, the meeting date, agenda item (communication, bill, resolution, or report number), and number of testifiers on the video submittal. Each video submittal shall be limited to a single agenda item. Video submittals may contain up to three individual testifiers and shall each be up to three minutes in length. Video testimony will not be played during the meeting; however, it will be distributed to Council Members prior to the meeting. The Office of the County Clerk reserves the right to refuse testimony containing inappropriate content or that is not in compliance with Council Rule 13 (Public Statements and Testimony).
