RESOLUTION NO. 419 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA 0 PUNA TO
ASSIST WITH EXPENSES FOR RESEARCH ON RAT LUNGWORM DISEASE.
WHEREAS, Malama 0 Puna is a 501(c)(3) nonprofit organization that has been actively
engaged in invasive species issues for over 20 years, and whose mission is to assure critical
habitat for native species and open space through environmental education and advocacy; and
WHEREAS, Malama 0 Puna is working together with Susan Jarvi, Ph.D., a professor at
the University of Hawai`i at Hilo, Daniel K. Inouye College of Pharmacy, who is overseeing the
research on rat lungworm disease; and
WHEREAS, Malama 0 Puna is requesting funds to pay for the services of a laboratory
technician and to purchase supplies required to conduct a viability bioassay study in rats, the
results of which will lay the necessary groundwork to effectively combat rat lungworm disease in
terms of prevention, early detection, and treatment; and
WHEREAS, one of the program objectives of the Department of Research and
Development is to support research on invasive species, such as the semi-slug that is believed to
be the cause of a recent outbreak of rat lungworm disease in Puna; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Department of
Research and Development to provide a grant to Malama 0 Puna for research on rat lungworm
disease.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
