A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA 0 PUNA TO
ASSIST WITH RAT LUNGWORM RESEARCH.
WHEREAS, Malama 0 Puna is a 501 (c)(3) local, nonprofit organization whose purpose
is to assure critical habitat for native species and open space for future generations; and
WHEREAS, Malama 0 Puna is also a strong advocate for research on rat lungworm and
has been collecting testimonies and surveys from those who were infected with the disease to
share with the appropriate agencies; and
WHEREAS, Malama 0 Puna is partnering with Dr. Susan Jarvi of the University of
Hawai`i at Hilo's Daniel K. Inouye College of Pharmacy and the United States Department of
Agriculture's Animal and Plant Health Inspection Service (USDA-APHIS) on a research project
to find a safe and effective vegetable rinse that would reduce the risk of contracting
Angiostrongylus cantonensis (rat lungworm) disease; and
WHEREAS, Malama 0 Puna desires to fund a laboratory technician position for eight
weeks to conduct a viability bioassay in rats to be able to distinguish live from dead rat
lungworm larva; and
WHEREAS,this project falls within the Department of Research and Development's
agriculture program, which supports sustainable agricultural practices and opportunities to
expand the market for Hawai`i Island produce, as well as the facilitation of private-public
partnerships for extension programs and agricultural research; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Research and Development to provide a grant to Malama 0 Puna to assist with funding for rat
lungworm research, which will be conducted in partnership with Dr. Susan Jarvi of the
University of Hawai`i and the USDA-APHIS.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
