STATE OF HAWAII <br /> ..................... <br /> pF4•MNO. . <br /> ... <br /> 4TF,d . <br /> RESOLUTION NO. 434 1? <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND <br /> FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED <br /> FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII JAPANESE CENTER FOR <br /> EXPENSES RELATED TO THE PLANNING AND IMPLEMENTATION OF THE <br /> COMMEMORATIVE "GANNENMONO": 150th ANNIVERSARY OF THE FIRST <br /> JAPANESE IMMIGRATION TO HAWAII. <br /> WHEREAS,the first Japanese immigrants to Hawai`i traveled from Yokohama, arriving at <br /> Honolulu harbor aboard the vessel Scioto on June 20, 1868; and <br /> WHEREAS,these first immigrants were recruited by Eugene M. Van Reed, Consul of <br /> Hawai`i in Yokohama,through employment agents in the Keihin area to work mainly as laborers on <br /> sugar cane fields, and later came to be called the gannenmono,meaning"first year men,"to describe <br /> the first year of Meiji era arrivals; and <br /> WHEREAS, June 20,2018, will mark the 150th anniversary of the arrival of the gannemono; <br /> and <br /> WHEREAS,the Hawai`i Japanese Center is a 501(c)(3) nonprofit organization whose <br /> mission is to serve as a cultural, research, and educational center for the community and as a resource <br /> for people of all ages and backgrounds to learn about the sacrifices and contributions that Japanese <br /> and other immigrants made to society; and <br /> WHEREAS,the Hawai`i Japanese Center is planning several cultural and educational events <br /> that will take place during the upcoming year, including public visitation of the Nippon Maru <br /> (Japanese Training Ship with sails), a shamisen concert, and a Hawaii-Japan hula performance; and <br /> WHEREAS,the Hawai`i Japanese Center has requested funds to purchase educational <br /> materials, flyers for public outreach and information,brochures, and other miscellaneous items for <br /> the planning and implementation of these events; and <br /> WHEREAS, one of the Department of Parks and Recreation's goals is to support activities <br /> and programs that promote culture, art,history, and the humanities; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency <br /> Relief funds shall be transferred to an accepting County department/agency via resolution identifying <br /> the nonprofit organization and the specific program,project, event, activity, service, equipment, <br /> materials, or supplies for which the grant shall be used; now,therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 2 will be appropriated to the Department of Parks <br /> and Recreation to provide a grant to the Hawai`i Japanese Center for expenses related to the planning <br /> and implementation of"Gannenmono": 150th Anniversary of the First Japanese Immigrants to <br /> Hawai`i. <br />
