Dear Chair Poindexter and Council Members:
It is my pleasure to nominate Charles Young to another term on the Kona Community
Development Plan (CDP) Action Committee.
Mr. Young retired as a plant manager at Mauna Loa Macadamia Nut Corporation in
2011. He earned a Bachelor of Science degree in Mechanical Engineering from
California Polytechnic State University, San Luis Obispo. Currently serving on the West
Hawaii Fishery Council, Mr. Young is also a former member of the Hawaii Island Burial
Council. He has served the community through participation with KUPA Friends of
Ho`okena Beach Park and the Saddle Road Task Force.
Mr. Young has been a resident of the County for at least 30 years. He states that he is a
member of the Democratic Party.
Currently seated on the Kona CDP Action Committee, Mr. Young is eligible for
reappointment. If confirmed, he will serve a term to expire on May 31, 2020.
Due to the needs of the committee this nomination seeks to fill, I respectfully request
that this item be waived at Committee and placed on the full Council agenda for
December 20, 2017. If you have any questions, please contact me. Your review and
favorable confirmation is requested.

RE: Communication No. 642 : A Communication nominating Charles Young to another
term on the Kona Community Development Plan Action Committee.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
