It is my belief that your intentions for the hand oft Solid Waste for the East Side of the Big Island are headed in the ri w C' direction. w I was also pleased to be able to view the problems that exist at the old landfill in Kona. I covered my recommendations on the subject in detail in a FAX that I sent to Kelley, so you can talk to him for details. Cleaning up the old scrap pile wouldn't be a big problem. The right equipment would be a track-hoe with a grapple and another with an electromagnet. I would estimate no more than 500 machine hours to clean it up. Removing the landfill however is a big job. I think that your Waste Recovery Pazk is a great idea, and I think that you already have a great start on it with a scrap yazd right there. I have long promoted what I call a Resource Recovery Ranch (RRR), which is a similar idea. It consists of an industrial park containing waste recycling and waste generating businesses. The object of course is to convert all by-products into something useful so that only commodities leave the pazk and hopefully for a profit. The Ranch (RRR) would also include horticultural and agricultural functions so that all the wastewater could be used for irrigation. - Crops would be fed to dairy cows or chickens for milk, meat and eggs, and the manure would be recycled back through the whole system, for either energy recovery, feed or fertilizer. I have now started my own company in order to promote composting and recycling in all places where it makes sense.. Since your other options are not too desirable, it seems that composting and recycling could be a real practical thing to do. I brought the people from RPP with me to Hilo, because I feel that their sealed bale system could be used to create a bale -fill at the site of your existing landfill that could be used for many years to come. The people from RPP America talked with the Health Dept. in Honolulu, and it appears that it would be possible to get a sealed- bale -fill approved at the Hilo location. If this proves to be so, then removal of the organics prior to baling would make the solution all the more attractive. I have enclosed a couple of brochures detailing the services that my company: Eric'sons, could offer to the County. The baling system is vended through RPP America, and they will probably seek to offer to you their baling system. Independently, I will seek to assemble a consortium of vendors and service providers, whereby we will be able to offer the county a turnkey proposal for recycling, composting and landfilling (a bale - fill). If there is an appropriate ro riate time that I could detail this concept to the full council, then I would appreciate an invite to make such a presentation. I n know that it is getting late to fit it into your February fact-finding work, so maybe you could set it up for a later time. Mr. Finn represents the technical side of the company; Mr. Ettinger tends to administrative matters. Both gentlemen worked together for ten years as Vice Presidents in the management of Bedminster Bioconversion Corp. ("Bedminster"), a company in the business of lazge- scale co-composting of solid and liquid municipal wastes. At Bedminster, Mr. Finn was director of project and product development, and Mr. Ettinger was responsible for bid prepazation and management information. The consultants who aze affiliated with Eric'sons Environmental Answers are experts in various facets of the waste conversion and odor-control. Biographical information on officers and consultants is as follows: Larry J. Finn In 1968, Larry Finn received a Bachelor of Science Degree from Wisconsin State University, where he graduated first in a class of 400. In 1969, he received a Masters Degree in Civil Engineering from the University of Minnesota. Subsequently, while employed at Ambassador University in Big Sandy, Texas, he received a Bachelor of Arts degree from that institution. z In 1970 Ambassador University decided to install an Eweson digester at the university to demonstrate the feasibility of Municipal Solid Waste Composting. Mr. Finn, who was the University's Chief Engineer, worked with Eweson in designing and installing the digester. The digester was installed in 1971, and used Municipal Solid Waste and sludge as feedstock. Mr. Finn was engaged in all aspects of the facility's operation and maintenance. In 1981, Ambassador University sold the composting plant to Eweson and his Texas partner, Buck Hammer. In 1983 Larry Finn joined the team and formed Vital Earth Resources, Inc. (Gladewater, Texas), afor-profit corporation. Mr. Finn became general manager of Vital Earth and developed the market for compost and compost blends among landscapers and nurseries in East Texas. In the 1990's, Vital Earth Resources purchased Carl Poole Products, a company in the high analysis chemical fertilizer business. The company also began manufacturing liquid enzymes for use in agriculture. Today, Vital Earth Resources, Inc. is a profitable company with sales over $3.5 million annually. Mr. Finn is one of its primary stockholders. After leaving Ambassador University, Mr. Finn and partners founded Luckwood, Inc. (Gladewater, Texas). Luckwood was engaged in the evacuating and paving business, constructing of streets, parking lots and commercial sites. In 1983, Luckwood, Inc. was ranked # 261 in the Alnc. 500" list of the fastest growing companies in the U. S. Mr. Finn managed Luckwood for twelve years until the Texas economic collapse of the late 1980's. In 1989, Luckwood sold its equipment, ceased operations, and Mr. Finn joined Bedminster as Vice President, Engineering, where he was involved in the design and construction of municipal waste composting plants. He was primarily responsible for the development, of the Bedminster technology and the author of all the patents that Bedminster received subsequent to Eweson=s death. Hugh M. Ettinger Mr. Ettinger was a securities analyst for many yeazs, employed by Merrill Lynch, Investors Diversified Services, and A.G. Becker & Co. He also worked in the mazketing 3 of financial products. He began working with Eweson, although not in a formal job relationship, when the business dealings involving the Eweson digester were conducted as an individual proprietorship, from the late 1970's until Eweson=s death in 1987. He joined Bedminster as a stockholder, Vice President, and Director in 1988, when the company was founded following Eweson=s death. At Bedminster Mr. Ettinger was responsible for a wide variety of management tasks from 1988 to the end of 1997 when he retired from the company. He is currently retained by Bedminster as a consultant. Mr. Ettinger holds a Bachelor of Science degree in Business Administration from the Amos Tuck School of Business Administration (Hanover, New Hampshire). Consultants Eric'sons Environmental Answers utilizes some 20 consultants around the world. These consultants aze experts in one or more aspects of waste processing, emissions control, odor control, or have other specialized skills. This section showcases several of them. RTN Design Associates; Tom Nowakowski, Garland, Texas Tom Nowakowski has 27 years experience in the civil engineering business. Tom was the lead engineer on the design and construction of the Bedminster Co-Composting facility in Sevierville, TN. Mr. Nowakowski was also the engineer for the 70-ton Expansion Program for the same plant in 1996. He is very knowledgeable with the Bedminster system, and has been working with the technology since 1991. Gluck and Partners; Wolfgang Gluck, Dresden Germany Mr. Gluck has been working with the Bedminster Technology for over four years. He and his Engineering firm are capable in all aspects of industrial building construction. They have capabilities for designing everything from process engineering to machinery layout and materials handling. a Dennis Finn (Aurora, Colorado) Dennis Finn is a civil engineer who is skilled in finite element analysis. He spent six years with the City of Los Angeles designing retrofits for bridges and other structures to protect them from earthquake damage. He holds a Bachelor of Science in Civil Engineering from the University of Oklahoma, and a Masters degree in Civil Engineering from the University of Michigan. James R Garrity, P.E. (Matthews, North Carolina) Mr. Gazrity is a mechanical engineer with twenty-seven yeazs of experience in design engineering and engineering management. The main areas of his design experience include process development, plant layout, fluid flow, and piping design, as well as mechanical equipment specification and design. He has worked in a wide variety of industries, including steel-making, nucleaz power, polymers, fibers, gas processing, and specialty chemicals. He has worked with many different codes, standazds and agencies. From 1990 to the present Mr. Garrity has been with Day & Zimmermann International, Inc. (Chazlotte, North Carolina), where, as Senior Engineer, Engineering Manager, and Project Manager, he is responsible for the management of ongoing capital projects. His prior experience included Project Engineering and Management positions with Applied Engineering Company (Orangeburg, South Carolina) and with Andco Technical Services, Ina (Buffalo, New York). Eazly in his career Mr. Garrity worked with Bethlehem Steel Company (Johnstown, Pennsylvania) where he was an Engineering Specialist in blast furnace operations, maintenance, and construction. He received a Bachelor of Science degree in Mechanical Engineering from the University of Pittsburgh in 1970 and a Masters degree in Mechanical Engineering from the University of South Carolina in 1984. Mr. Garrity was assigned to work with Bedminster during the period that Bedminster and DZI were pursuing joint venture projects. He therefore is intimately familiar with all aspects of the Bedminster process. 5 Michael Herken, ICS Compostiug Services (Herford, Germany) Mr. Herken has been involved in the design, startup and operation of six waste composting plants in Europe and the Middle East, sized from 100 to 250 tons per day and each equipped with modern emissions control technology. His employee-owned engineering firm is involved in composting, mazketing of compost, waste collection systems, turnkey waste treatment facilities, consulting and engineering, odor control, operation of waste treatment plants, the production ofrefuse-derived fuel, and project construction and management. It has forged strategic alliances with other small firms specializing in the engineering, procurement, and construction of waste treatment facilities throughout the world. Mr. Herkin was the lead engineer working with TransAlta on the design of the Edmonton, Alberta facility, which uses Bedminster technology. Dr. Charles A. Stokes, The Stokes Consulting Group (Naples, Florida) Dr. Stokes is a graduate of the Massachusetts Institute of Technology and the University of Florida with a Doctorate and Bachelor of Science in Chemical Engineering. He is a Fellow of the American Institute of Chemical Engineers. He has neazly 50 yeazs of experience in the practice of engineering, with particulazly heavy experience in emissions control by scrubbing, filtration, and vapor recovery processes. He also possesses expertise in the control of process conditions to lower emissions production in the process itself. Dr. Stokes has served as an Assistant Professor of Chemical Engineering at MIT, Director of Research and Development at the Cabot Corporation, Vice President and Technical Director of the Texas Butadiene and Chemical Corporation, Vice President of Technology and Planning at the Cities Service Company (Columbian Division), and Chairman of the Stokes Consulting Group from 1969 to the present. Currently he is a 6 member of the Chemical Engineering Advisory Committee for the University of Florida in Gainesville. Dr. Richard K White, P.E., Chiwar Engineering Services (La France, South Carolina) Dr. White is an Agricultural Engineer who recently retired as Professor, Chazles Carter Newman Chair of Natural Resource Engineering, Clemson University. His teaching and reseazch interests have included solid waste management, composting and recycling, design and equipment selection for the land treatment of sewage sludges and wastewater effluents, agricultural waste and manure management, on-site disposal of home sewage, and, odor analysis and control. His course on solid waste management at Clemson University was televised and downlinked to twelve other universities. He has been a Program Director for numerous short courses conducted by the Continuing Engineering Education office at the University. Dr. White served on the Greenwood County, S.C. Solid Waste Committee and currently serves on the Anderson County, S.C. Solid Waste Advisory Committee. He has been a consultant to the U. S. Food and Drug Administration on re-feeding processed manures, Weiss 8c Associates (Maple Heights, Ohio) on design of manure systems with odor- control, the City of Bazberton, Ohio on the development of a sewage sludge waste management plan, Ingredient Technology Corp.(Ohio) on the design of a wastewater- treatment system for food-processing waste, Browning-Ferris Industries on land- application of sewage sludge, BioGro Systems, Inc. on land-application of sewage sludge, Valley Pork Swine Farms (York, PA) on swine manure management and odor- control, and others. Dr. White received a Bachelor of Science degree in Agricultural Engineering from Pennsylvania State University in 1952, a degree in Theology from the New York Theological Seminary in 1959, a Masters degree in Agricultural Engineering from Pennsylvania State University in 1966, and a Doctorate in Agricultural Engineering from Ohio State University in 1969. His Ph.D. dissertation was on odor analysis during the anaerobic digestion of dairy manure. He has done extensive work with odor problems associated with livestock facilities. David Chon Associates; David Chon, MSME, Baltimore, Maryland Mr. Chon is one the foremost recycling consultants in the USA. He has more than 21 years experience in Resource Recovery, Recycling, and Solid Waste Management with National Ecology Company where he served as Vice President and Chief Engineer. He studied nature to discover how to live in harmony with the natural system.
