Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 80,
reports as follows:
Bill No. 80,transmitted by Deputy Director Allan Simeon, via Communication 596 dated
October 24, 2017, amends Chapter 24, Article 10,Division 2 of the Hawaii County Code 1983
(2016 Edition, as amended), relating to moving vehicles.
This bill amends Section 24-267, Schedule 15, (One way streets), Subsection(c), South Hilo, by adding
"Keaukaha Road, from Kalaniana`ole Street to Kamokuna Street." The new one-way traffic pattern
through James Kealoha Beach Park is intended to increase safety in and surrounding the park area.
There was a general discussion about increasing the overall safety in and surrounding the area of
James Kealoha Beach Park. Kamehameha Schools is the largest adjacent landholder to the roadway and
they were supportive of this measure. Community Police Officer Matthew Lewis came forward to
address the members of the Committee and reported that the Police Department supported the traffic
pattern change. Bill 80 was amended by the contents of Communication 596.1 which made a minor
correction to the formatting language of the bill, and the amendment passed unanimously.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Bill No. 80, as amended to Draft 2, and recommends its passage on first reading.
