Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 81, reports
as follows:
Bill No. 81, transmitted by Council Member Eileen O'Hara, dated November 17, 2017, amends the Park
and Recreational Facility Schedule, Chapter 15, Article 8, Section 15-68.1 of the Hawai`i County Code
1983 (2016 Edition, as amended), relating to naming the skate park at the Pahoa Neighborhood facility
in Pahoa,the "Ginny Aste Skate Park."
This bill names the skate park in honor of long-time advocate Virginia Brautigan Aste, in recognition of
the significant contributions she has made in her community.
There was a general discussion about Ms. Aste's community advocacy spanning decades and the
specific achievement of improving recreational opportunities at the Pahoa neighborhood facility.
Ms. Aste was in the Hilo Councilroom and gave a history of the effort to get the skate park built.
Councilmembers were in favor of this facility name.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Bill No. 81, and recommends its passage on first reading.
