This change is being requested in order to provide better recruitment and retention potential as well as to better reflect actual current staffing utilization and needs. The Police Department is requesting that this resolution be waived from Finance p q g Committee and be placed on the December 20, 2017 Council agenda in order to expedite this change. REQUEST: I am requesting an equivalency change to the Hamakua Custodian/Groundskeeper I quarter time position to a half time position. ***REQUEST WAIVER FROM FINANCE COMMITTEE*** B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): I am requesting to utilize the vacant North Hilo Custodian position to upgrade the Hamakua Custodian position. Currently, both the Hamakua and North Hilo positions are at quarter time. Due to the historical issues in filling and retaining a quarter time position, not to mention the difficulty of obtaining applicants for this vacancy, it would be operationally beneficial to create a half time position. The current incumbent in the Hamakua position is already, at bare minimum covering both stations with the help of sworn officials and civilian staff. I am compelled to mention that preliminary discussions have been underway regarding the merger of the North Hilo and Hamakua districts. The rationale behind such changes is an overall improvement in operational stability, supervision, effective use of resources, lowering operational cost, and improved services to the community and public. In taking this into consideration, it has been determined that the Custodian positions will be impacted by this merger. As such, an organizational change will affect both quarter time positions. This being said, the North Hilo position has remained vacant for a duration of time and it is in the best interest of the department, operationally, to move now to change the equivalency of the position as both are overseen by the same Captain. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
