Dear Chairman Arakaki and Council Members:
We would like to strongly recommend that the County include "real time captioning" as
part of the bid proposal for the County Council television coverage. This is a basic
requirement of the FCC and total enforcement must be completed by the year 2005.
There are approximately 1,000 deaf and hearing-impaired people on the Big Island who
are in effect being disenfranchised from participating fully in County business.
