CALL TO The regular meeting of the Committee on Governmental Relations and Economic

ACTING CHR. EOFF: We'll go ahead on to communications,

COMMUNI- The Acting Chair directed the Committee to proceed to the next order of business,
CATIONS: Communications.
Comm. 46.7: HAWAII STATE ASSOCIATION OF COUNTIES' OCTOBER 27 AND
NOVEMBER 6, 2017, EXECUTIVE COMMITTEE MEETING MINUTES

Motion to Close File: Mr. Kanuha moved to close file on Comm. 46.7.

ACTING CHR. EOFF: Mr. Kanuha, would you like to go through the HSAC
(Hawai`i State Association of Counties) minutes?
MR. KANUHA: Sure, and I was present, just for the committee's knowledge, I
was present at the October 27th meeting, which we had on Kauai, and for the
November 6th meeting, our Council Chairperson—or wait, Val, was that the one
you went to, the November 6th?
MS. POINDEXTER: On Maui?
MR. KANUHA: Yeah.
MS. POINDEXTER: Yeah.
MR. KANUHA: Okay. Because I wasn't able to attend the HSAC meeting for
November 6 on Maui, our Council Chairperson Poindexter attended in my stead,
so maybe she can state a little bit more about the November 6 meeting, if there's
any questions about that. But for October 27, it was pretty standard, going
through the motions. We're still waiting on all the Councils to get the HSAC
package dealt with by their respective Councils, so there wasn't a whole lot of
discussion, just kind of updating everybody about what's happening on each
island.
We also—we're talking about things that were brought during the (inaudible)
some of the issues that we were facing with the package going through each
Council, so if there's any questions about the October 27th meeting, please let me
know. If not, you can read it in the HSAC minutes for October 27.
ACTING CHR. EOFF: Okay, thank you. Ms. Poindexter, did you have anything
to add?
MS. POINDEXTER: No, I think the minutes are clear here and I think there may
be some amendments or some corrections to the minutes that I may have to make
at the next HSAC meeting, because we don't make the corrections here, right,
Council Member Kanuha? The corrections to the minutes are made at the next
HSAC meeting.
MR. KANUHA: Well, this is the minutes that are out of HSAC, but we can
correct them now and then we can let HSAC know, and they could correct them
there.
MS. POINDEXTER: Okay.
ACTING CHR. EOFF: Do you want to point out where the corrections are?

MR. KANUHA: Because we can put it in our committee reports.
MS. POINDEXTER: Okay, because I think under number three, on the County
of Kauai reports, and that might have been my mistake, but it wasn't the Ways
and Means that both Council Member Chung and Kanuha met with. I think it was
Finance, and Council Member Chung had contacted them, he initiated contact.
So, I'm going to have to make those corrections to the minutes at the next HSAC
meeting in Kona. It's under that section.
ACTING CHR. EOFF: Under the Kauai report?
MS. POINDEXTER: Yeah, under the Kauai report.
ACTING CHR. EOFF: I also see a typo under the Hawaii report on the August,
I mean on the September l lth minutes, they spelt Mr. Chung's name C -h -o -n -g, so
you might let them know. Then if you can transmit through our committee report
those corrections.
MS. POINDEXTER: Okay.
ACTING CHR. EOFF: Thank you. Okay, any other comments about the HSAC
minutes, Council Members? Okay, then I'll just note that Ms. O'Hara is currently
present as well. Okay, all in favor of filing the HSAC minutes of October 27th
and November 6,° 2017, please say "aye."
Vote on Comm. 46.7: The motion to file Comm. 46.7 was carried by the following
(Approved) voice vote:
Ayes: Committee Members Chung, David, Kanuha,
Lee Loy, O'Hara, Poindexter, Richards, and
Acting Chair Eoff — 8.
Noes: None.
Absent: Committee Member Ruggles —1.
Excused: None.
ACTING CHR. EOFF: Okay, thank you very much. May I have a motion to
adjourn?
ORDER OF The Acting Chair directed the Committee to proceed to the next order of business,
RESOLUTIONS: Order of Resolutions.

ADJOURN- There being no further business, at 9:11 a.m., Ms. David moved to adjourn
MENT: the meeting. Seconded by Ms. Poindexter and carried by the following voice
vote:

Acting Chair Eoff — 8.
Noes: None.
