PWPRC-7 July 17, 2017 Res. 234-17: ACCEPTS THE DEDICATION OF KOHANAIKI FRONTAGE ROAD, IDENTIFIED AS TAX MAP KEYS: 7-3-009:066 AND 7-3-009:067, SITUATED AT KOHANAIKI, DISTRICT OF NORTH KONA, ISLAND AND COUNTY OF HAWAII, STATE OF HAWAII FROM KOHANAIKI SHORES LLC, A DELAWARE LIMITED LIABILITY COMPANY AND RUTTEWKW KOHANAIKI LLC, A HAWAII LIMITED LIABILITY COMPANY The roadways contain an area of 2.716 acres and 0.132 acres, respectively, and would be used for public road purposes. RUGGLES: Thank you. I've introduced, by request from the Public Works Department—is Public Works in Hilo, just in case anyone has any questions? MS. MURAMOTO: Yes, we have Rick Hendershot here. MS. RUGGLES: Okay, great. Well, it gets pretty self-explanatory. And if anyone has questions, please, you can ask Public Works' representative. Looks like Mr. Richards does. ACTING CHR. DAVID: Thank you. Thank you, Ms. Lee Loy. MR. RICHARDS: Vice Chair, thank you so much. Yeah, I had, for Public Works. Are they coming up to the table? Please identify yourself for the record. (Note: At this time, Deputy Corporation Counsel Ronald Kim; and Jason Knable, Esq., from Carlsmith Ball LLP, representing Kohanaiki Shores, LLC, came forward to address the members of the Committee.) MR. KIM: Hi, this is Ronald Kim with Deputy Corporation Counsel. I'm assigned to the Department of Public Works. MR. RICHARDS: Okay, thank you. Just a quick question, and procedural, I'm sure. This is pretty self-explanatory. But my understanding is, this has to meet certain criteria for the County to accept it. I assumed that's all been vetted and that this met all those criteria, is that correct? MR _ KNABLE: I need to defer to Ron on that one. Page 2 PWPRC-7 July 17, 2017 MR. KIM: Yes, sir, that is correct. MR. RICHARDS: Okay, thank you. That is all my questions. ACTING CHR. DAVID: Thank you. Ms. Eoff. MS. EOFF: Thank you, Madam Chair. No, I just wanted to ask another question, about the frontage road itself. I realize that with the highway widening, there's going to be an intersection at entry. Hulikoa Drive, an entry to the Kohanaiki project as well as for the beach access. That frontage road extends in both directions but stops at O`oma. And then the frontage road continues at OTEC (Ocean Thermal Energy Conversion), all the way to where Kaiminani intersection crosses the highway, correct? Well, in other words, what I'm saying is there's a gap, and I wondered if there's any way or any plan to be able to connect that one missing segment so that the frontage road would actually extend from the signal light at Kaiminani all the way to Hulikoa, and provide an alternate route along the—parallel to the highway? MR. KNABLE: I think we're going to have to refer to the director on that before we can get back to you. I don't know any decision on that. I believe it's even State Highways, along the ❑ but the frontage road. I'd have to find out from the director what his intentions are, yeah. MR. KIM: Yes. MS. EOFF: Okay, but the private property owners constructed the frontage road, along the—I don't know if it's a—it's County, right? The road along the OTEC boundary, the frontage there, is that going to be dedicated to the County too? MR. KNABLE: I don't think that's part of this application. So that's a good question, I don't know the answer to it. MR. KIM: I think eventually it may be; but Mr. Knable said, it's different property, I believe. MS. EOFF: Right. They're separate property owners. That's the point, is I'm wondering how we end up being able to get it to join so that it would be one continuous frontage road. It'll be useful, actually. MR. KNABLE: Well, I recommend that Planning Department get consulted with regard to a general plan. I mean that's something to needs to be looked at, the long-range basis. It's not really Public Works issue at this point, I don't think. MS. EOFF: Okay, thank you. But I'm happy for this road to be completed and up to standard, and that it came to the County. And it will be, actually it is still Page 3 PWPRC-7 Vote on Res. 234-17 (Approved) July 17, 2017 useable. It's just not as useful as it could be. If you would be able to travel all the way to Kaiminani, would ease some traffic and just provide an alternate route. But yeah, I'll work on that with the Department of Planning and Public Works and see what our plan could be for that. Thank you. ACTING CHR. DAVID: Thank you, Ms. Eoff. Was that all your questions?
