Broderick ADMINISTRATIVE DIRECTOR Clyde w• Namu'o DEPUTY ADMINISTRATIVE DIRECTOR September 2, 1999 The Honorable Jarnes Arakaki Chair, County of Hawaii 25 Aupuni Street I-Iilo> Hawaii 96720 Deaz Chair Arakaki: In a July 26, 19991etter, I provided an update to the Hawaii County Council on (1) the Judiciary's plans for a new Judiciary facility in the Third Circuit Court, and (2) the issue of the County renting a portion of the former J. C. Penney building to the Judiciary while we await die design and construction of a new facility. I understand that subsequentl}~, the County Council deferred until Wednesday, September 8, the issue of whether to authorize negotiations with the Judiciary to least a portion of the J. C. Penney building. I recently read an August 12, 1999 Hawaii Tribulle-Herald article in which Councilman <~azon Chung is quoted as follows: "We,just don't have any idea what's going on. I would like to have the Judiciary come to explain their intentions («~ith the 7C Penne}• building)." My hope in sending the July 26, 19991etter was to provide sufficient information to the County Council prior to its August 11 meeting when it considered the matter of the .Tudiciazy moving and temporarily housing 1''amily Cottrt in a portion of the J. C- Penney site. However, based on the remarks attributed to Councilman Chung, as well as questions which certain Council members posed to Judiciary staff before and after the August 11, 1999 meeting, it appears that at least certnin Council mcrnbcrs desire additional information from the Judiciary. I want to reaffirm that the Judiciary wants to assist in answering any questions that Council members might haves Should Council members wish. to discuss this letter, my July 26, 19991cttcr, or any related matter, they or their staff should feel free to call Clyde Namu`o, Deputy Director, at 539-4902, or me at 539-4900.
