RESOLUTION NO. 469 1.8
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FULL LIFE FOR THE
PUA NA PUA AND ABLED HAWAII ARTISTS ART FESTIVALS.
WHEREAS, Full Life, a 501(c)(3) nonprofit organization, believes that every person,
regardless of ability, deserves to lead a happy, fulfilled, and self-determined life based on their
own individual strengths, preferences, and dreams; and
WHEREAS, Full Life's goal is to build a more inclusive community by promoting
awareness of the diverse, disabled community and empowering those with disabilities to explore
self-employment through the arts; and
WHEREAS, Full Life collaborates with other community organizations to co-sponsor
successful art festivals that celebrate the unique abilities of the participating artists, such as the
2nd Annual Pua Na Pua Art Festival that was held in West Hawai`i on December 2, 2017, and
the Abled Hawai`i Artists' 11th Annual Art Festival that will be held in East Hawai`i on July 21,
2018; and
WHEREAS, Full Life is requesting funds for mealexpenses, sound system rental, radio
advertising,t-shirts and hats,venue fees, and other miscellaneous expenses associated with the
December 2, 2017, art festival and the upcoming festival on July 21, 2018; and
WHEREAS, educational and artistic events, such as these art festivals for disabled
artists, fall within the Department of Parks and Recreation's Culture and Education program to
promote,perpetuate, and encourage activities and programs in culture, art, history, and
humanities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Department of
Parks and Recreation to provide a grant to Full Life for the 2nd Annual Pua Na Pua Art Festival
and the Abled Hawai`i Artists' 11th Annual Art Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
