Re: Resolution to Negotiate Lease
The County of Hawai`i, through the Office of Housing and Community Development
(OHCD), acquired a 9.091 acre parcel identified by tax map key (TMK) (3) 2-4-001:168
from the State of Hawai`i. The purpose of this land is to develop an affordable housing
project for senior citizens and other related public purposes. The OHCD has determined
that Hawai`i Island Community Development Corporation (HICDC), a 501(c)3 nonprofit
organization has extensive experience in the development of self-help and affordable
housing for low and moderate-income households.
Enclosed is a resolution authorizing the Director of Finance to negotiate the lease of this
real property to HICDC to plan, develop and construct approximately 200 affordable
senior rental housing units on this property for a period of 75 years at a set lease rental
amount of$100 per year. This resolution also authorizes the Mayor of the County of
Hawai`i to execute said lease agreement on behalf of the County of Hawai`i, following
approval by the Council.

A. REQUEST:
Prepare a resolution authorizing the Director of Finance to negotiate a seventy-five year lease with Hawaii
Island Community Development Corporation for the purpose of development and construction of Hale Ola 0
Mohouli Affordable Senior Rental Housing.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
By the Govenor's Executive Order 4531, the County of Hawaii acquired a parcel of 9.091-acres from the
State of Hawaii for the puoses of developing an affordable housing project for seniors.
