"x`75 18 <br /> A RESOLUTION AUTHORIZING THE ABANDONMENT OF A PORTION OF <br /> "KAIMU-KAPOHO ROAD" FOR CONSOLIDATION WITH ISAAC HALE BEACH <br /> PARK. <br /> WHEREAS, the County owns or controls the entire portion of Kaimu-Kapoho Road <br /> shown on Exhibit "A" attached hereto (hereinafter "Kapoho Road"); and <br /> WHEREAS, the County had constructed the "Pohoiki Bypass Road" (hereinafter <br /> "Pohoiki Bypass") marked in red on Exhibit"A", to realign Kapoho Road because a portion of <br /> Kapoho Road was becoming increasingly flooded due to erosion of the coastline near that <br /> portion of road (hereinafter "Flooded Road") marked in blue on Exhibit"A"; and <br /> WHEREAS, the Flooded Road connects to the portion of Kapoho Road which goes <br /> through the County's Isaac Hale Beach Park (hereinafter "Park Road"), the Park Road is marked <br /> in green on Exhibit "A"; and <br /> WHEREAS, the Pohoiki Bypass allows vehicular traffic traversing Kapoho Road to <br /> avoid: 1) the areas of flooding on the Flooded Road and 2) driving through Isaac Hale Beach <br /> Park on the Park Road, as vehicular traffic using the Pohoiki Bypass circumvents the Flooded <br /> Road and Park Road to reconnect with Kapoho Road at its intersection with Pahoa-Pohoiki <br /> Road; and <br /> WHEREAS, since the construction of the Pohoiki Bypass, the Flooded Road has <br /> continued to become increasingly flooded due to erosion and damage caused by storms such as <br /> Hurricane Iselle, to the extent that many vehicles can no longer drive on this portion of Kapoho <br /> Road; and <br /> WHEREAS, there is no property adjacent to or adjoining the Park Road which uses or <br /> needs to use the Park Road for vehicular access; and <br /> WHEREAS, the County's Department of Parks and Recreation is currently planning to <br /> consolidate various parcel lots comprising Isaac Hale Beach Park and the portion of Kapoho <br /> Road that is adjacent to the Beach Park, which portion is marked in green on Exhibit "A"; and <br /> WHEREAS, pursuant to Hawai`i Revised Statutes Section 264-1, this Council's approval <br /> is required for the County to abandon the portion of Kaimu-Kapoho Road identified herein as the <br /> "Park Road"; now, therefore, <br />
