AN ORDINANCE DESIGNATING TAX MAP KEY (3) 1-5-002:020 AS "PAHOA
DISTRICT PARK" PURSUANT TO CHAPTER 15,ARTICLE 8, SECTION 15-67 OF
THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED); AMENDING
SECTION 15-68.1 TO ADD IT TO THE PARKS AND RECREATIONAL FACILITY
SCHEDULE; AND AMENDING ARTICLE 9, SECTION 15-72 TO ADD IT TO THE
FARMERS MARKET FACILITY SCHEDULE.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. The purpose of this ordinance is to designate the name "Pahoa
District Park"to the open area situated at Waiakahiula(Pahoa Town), District of Puna, County
and State of Hawai`i, Tax map Key (3) 1-5-002:020 pursuant to chapter 15, article 8, section 15-
67(a)(2)(A), Hawai`i County Code 1983 (2016 Edition, as amended), which provides that an
"open area" shall be named for its neighborhood, community, region, district or other identifying
geographical location.
This County parcel has a long history and has grown in size as needed community
services and recreational opportunities were added. It was acquired in 1965 for the Pahoa Fire
Station, which was built in 1969, on its .255 acres. It was further enlarged in 1975 for buildings
and recreational play yards. Most recently in 2002, land was acquired to encompass its present
size of 71.121 acres. It has located within it, the original Pahoa Community Center(formally
designated as the "Pahoa Neighborhood Facility" per Ordinance No. 00-15), the Pahoa Aquatics
Center, the Ginny Aste Skate Park, and the newly completed covered recreational play court,
along with the lighted outdoor ball fields.
Adding the Pahoa District Park to the Farmers Market Facility Schedule would enhance
sustainable agriculture objectives, encourage farm-to-table opportunities, and provide greater use
of County parks and facilities by the public. A Farmer's Market replacement venue has been
requested by the public since the devastating loss of the historic Akebono Theater complex in
January, 2017.
SECTION 2. Chapter 15, article 8, section 15-68.1, Parks and recreational
facility schedule, "PARKS" and "Puna" sections of the schedule, of the Hawai`i County
Code 1983 (2016 Edition, as amended), is amended by adding "Pahoa District Park"to
be appropriately inserted and to read as follows:

SECTION 3. Chapter 15, article 9, section 15-72 of the Hawai`i County Code 1983
(2016 Edition, as amended) is amended to read as follows:
Section 15-72. Farmers market facility schedule:
Farmers markets at County parks and facilities shall be designated by ordinance and
included within the following schedule:

SECTION 4. Material to be repealed is bracketed and stricken. New material is
underscored. In printing this ordinance, the brackets, bracketed and stricken material, and
underscoring need not be included.
SECTION 5. Severability. If any provision of this ordinance, or the application
thereof to any person or circumstance, is held invalid, the invalidity does not affect other
provisions or applications of the ordinance which can be given effect without the invalid
provision or application, and to this end the provisions of this ordinance are severable.
SECTION 6. This ordinance shall take effect upon approval.
