Re: Resolution to accept a donation
Enclosed is a resolution accepting the donation of multiprotocol label switching (MPLS)
equipment from Maui County, c/o Walter H. Pacheco, Communications Coordinator,
County of Maui, 55 Mahalani Street, Wailuku, Hawai`i 96793. This equipment will help
to complete Hawai`i County's MPLS network.

A. REQUEST:
The Information Technology Department is requesting the Hawaii County Council's approval to accept MPLS
(Multiprotocol Label Switching) equipment from Maui County as an untethered donation to help us complete
our MPLS network. If approved, we would also like to request a letter of appreciation and a copy of the
resolution be sent to Walter H. Pacheco, Communications Coordinator, County of Maui, 55 Mahalani Street,
Wailuku, HI 96793 or email address: walter.pacheco@mpd.net.

Based on conversations with Maui PD, The County of Hawaii is aware that Maui County is in the process
of upgrading and replacing the existing MPLS network equipment as part of a planned upgrade.
We understand that this equipment still has useable supportable life. To that end, The County of Hawaii
would like to ask Maui County to consider donating any serviceable MPLS equipment removed during this
upgrade process, to the County of Hawaii.
Acquiring this equipment will afford the County of Hawaii the opportunity to complete a functional MPLS
network on the Island of Hawaii to support Public Safety and day to day Information Technology needs,
and add network reliability and security to our island-wide communications.
To complete our MPLS network, the County of Hawaii would require 18-22 MPLS devices, depending on
how many sites could be brought into the MPLS network.

The quantity of equipment being offered as donation should provide nearly all of the hardware required
to complete the installation of MPLS technology for the County of Hawaii.
The Department of Information Technology respectfully requests the Hawaii County Council to review
and approve accepting from Maui County PD the equipment listed above.
Hawaii County will cover the cost of shipping any donated equipment from Maui to Hawaii, and will
assume inventory, support and maintenance of any equipment donated by Maui County.

OF MULTIPROTOCOL LABEL SWITCHING EQUIPMENT FOR THE DEPARTMENT
OF INFORMATION TECHNOLOGY
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
