Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawai`i Department of the Attorney General, Criminal Justice Data Center for this grant. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $3,000 to the Office of the Prosecution Attorney's Hawaii Criminal Justice Center—Overdue Dispositions account. The Office of the Prosecution Attorney is requesting that this bill be waived from Finance Committee and be placed on the February 7, 2018 Council agenda in order to expedite the receipt of these funds. REQUEST: We are requesting that the county accept $3,000 for the Prosecutor's office to utilize for the disposition research and documentation project. We request the Council's permission to accept the $3,000 Federal funds passed through the Hawaii Criminal Justice Data Center, at the State of Hawaii, Deprtment of the Attorney General. They will reimburse the Office of the Prosecuting Attorney (OPA) $3,000 for costs for overtime incurred by OPA staff while they research charges identified by the HCJDC with overdue dispositions. We are requesting to use Revenue account 3309.39 and Expenditure account 010.271.5272.03.021 We request to amend Ordinance 17-39 as amended, the Operating Budget for The County of Hawaii for the fiscal Year Ending June 30, 2018 We are requesting the waiving of further reading so as to expedite this process as time is an issue for this project. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Currently there remains cases in the State data bank that have no disposition. There are many reasons that the cases were not finalized. The Hawaii Criminal Data Justice Center is requesting our assistance in researching the cases that have no disposition and report to them what the findings are. We have estimated the amount of time it would take to research and document the findings. The Hawaii Criminal Data Justice Center, which is part of the Attorney General's office, which is part of the State, is now willing to pay the Office of the Prosecuting Attorney, towards the overtime costs, up to $3,000 to work on this project.
