Your Committee on Planning, to which was referred Communication No. 688, reports as
follows:
Communication No. 688, transmitted by Mayor Harry Kim, dated January 4, 2018, nominates
Ruth Annette Smith to the Hawai`i County South Kohala Community Development Plan Action
Committee.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Ms. Smith who appeared in
person. Ms. Smith has lived in Hawaii for the past 32 years, and states that she is a member of
the democratic party. If confirmed, she will serve a term to expire on January 31, 2020.
Several Council Members commented in favor of Ms. Smith. The vote was then taken with all
Council Members voting "aye." Chair Eoff stated that Ms. Smith did not need to appear at the
next Council meeting for confirmation of her appointment.
Pursuant to Article 3, Section 16-5 of the Hawai`i County Code, the Community Development
Plan Action Committees shall consist of nine members, and shall be appointed by the Mayor and
approved by the Council.
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 688, and recommends confirmation of the appointment of Ruth Annette Smith to the
Hawai`i County South Kohala Community Development Plan Action Committee.
