Re: Operating Budget
The County of Hawai`i has been awarded $34,000 in federal funds from the State of Hawai`i
Department of the Attorney General's Hawai`i Criminal Justice Data Center. These funds will be
used to reimburse up to $34,000 to the Office of the Prosecuting Attorney for funds paid to a
vendor to create an interface between their new case management system.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $34,000
grant. The Office of the Prosecution Attorney is requesting that this bill be waived from Finance
Committee and be placed on the February 21, 2018 Council to expedite the receipt of these funds.

A. REQUEST:
We are requesting the Council's permission to accept Federal funds passed through the Hawaii Criminal
Justice Data Center, at the State of Hawaii, Deprtment of the Attorney General. They will reimburse the
Office of the Prosecuting Attorney (OPA) up to $34,000 for funds paid to a vendor to create an an interface
between our new Case Management System for Hawaii County's Prosecutor's office to the'Court System _
that could allow the Prosecutor's office to file complaints, motions, pleadings and other legal documents
electronically and increase the access to HIJIS services.
We are requesting a Revenue and an Expenditure account for these funds.
Requesting to amend Ordinance 17-39 as amended, the Operating Budget for The County of Hawaii for the
fiscal Year Ending June 30, 2018
We are requesting the waiving of further reading so as to expedite this process as time is an issue for this
project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
In our original contract for a Case Management system for the County of Hawaii Prosecutor's office we did
not plan for an E-filing interface as E-Filing was not an activity that we thought would be possible with the
startup of our new Case Management System. Since the time that we were writing up our initial RFP it has
now come to be something we know we can do as the courts have improved their systems. This will willrnake
it possible to eliminate and/or minimize entering duplicate data into the two systems.
Our current vendor has indicated that with the current knowledge of our system and the court's system, they
would be able to build an interface with the courts to accomplish.this.
Having the goal of this interface with the court's system to improve communication and speed up processing
of court filings is parallel to the goals of the Prosecutor's office and the state HIJIS program.

Additional Comments about Grant: Create an interface between our new Case Management System for
Hawai`i County's Prosecutor's office to the Court System that will allow the Prosecutor's office to file
complaints, motions, pleadings and other legal documents electronically. Currently there is no
interface between the two systems. Coordination between Legal Edge, Hawai`i County Prosecutors
Office and Hawai`i State Judiciary will be needed to successfully plan, build and implement. Hawai`i

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
