Your Committee on Public Safety and Mass Transit, to which was referred Communication
No. 724, reports as follows:
Communication 724, transmitted by Mayor Harry Kim, dated January 18, 2018, nominates
Dawn Kiyoko Kainoa Raymond to the Liquor Commission. Ms. Raymond is a special education
teacher with the State of Hawai`i Department of Education at Waiakea High School. She holds a
Master of Arts degree in Autism Spectrum Disorders. She currently serves as President of the
Hawai`i State Teachers Association, Hilo Chapter.
Ms. Raymond is a lifelong resident of Hawai`i. She states that she is not a member of any
political party. If confirmed, Ms. Raymond will serve a term to expire on December 31, 2022.
Ms: Raymond was in the Hilo Council Chambers and answered Council Members questions.
Chairperson Ruggles stated Ms. Raymond did not have to appear before the full council for
confirmation.
Pursuant to Section 7-3.2 of the Hawaii County Charter, the Mayor shall appoint,with the
approval of council, nine members to serve on the Liquor Commission.
Your Committee on Public Safety and Mass Transit is in accord with the purpose and intent of
Communication 724, and recommends confirmation of the appointment of Dawn Kiyoko Kainoa
Raymond to the County of Hawai`i Liquor Commission.
