RE: REQUEST TO WITHHOLD BILL 108 FROM REFERRAL
Pursuant to concerns brought forward regarding my ability to actively participate in the
legislative process for Bill No. 108, I have filed a petition with the Board of Ethics seeking its
guidance. The Board of Ethics is the appropriate venue to determine my ability to proceed
without concern that there may be a potential conflict of interest on my part. As of now, the
Board of Ethics is scheduled to convene and hear my petition on March 19, 2018.
I believe it would be in the Council's best interest to delay discussion and action on Bill No. 108
until such time that the Board of Ethics provides guidance on this matter.
Doing so would allow for unfettered discussion on the merits of Bill No. 108 with as little
distraction as possible. Therefore, I am requesting that Bill No. 108 be held from referral to a
committee hearing until such time that the Board of Ethics resolves the matters presented in my
petition.
Council Member Kanuha, as co-introducer of Bill No. 108, supports this request to delay
referral.
