RE: Testimony on Comm. 667, 2017 Annual Report of the Real Property Tax Board of
Review
Good Afternoon Honorable Council Members:
My name is Wes Takai and I am a member of the. Real Property Tax Board of Review. With
the consensus of the rest of the Board Members, I agreed to appear before the Council to
answer any questions that you may have on our annual report.
The Board has made three legislative recommendations which are listed on page 5 of this
report. The recommendations are:
1. To repeal the non-speculative residential program and to put the affected parcels
into the 3% growth cap provision. Currently there are about 483 parcels in the non-
speculative program and about 40,000 parcels in the 3% growth cap program.
2. To allow an owner/occupied property used for care giving and/or care home to be in
the homeowner's class.
3. To make the appeal filing fee which is currently $50.00 non-refundable.
Should you have any questions when Communication 667 comes up on the agenda today,
hopefully I will be able to provide some answers.
