RESOLUTION NO. 523 18
A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN
INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF HAWAII,HAWAII
HOUSING FINANCE AND DEVELOPMENT CORPORATION FOR PLANNING AND
DEVELOPMENT OF A HOMELESS FACILITY AND AFFORDABLE RENTAL
HOUSING AT VILLAGE 9 OF THE VILLAGES OF LA'I'OPUA AT KEALAKEHE,
NORTH KONA,HAWAII,TMK NO. (3) 7-4-020:004.
WHEREAS, Hawai`i Revised Statutes Section 46-7 requires that County departments
obtain the consent of the Council to enter into agreements with the federal or state governments
respecting action to be taken pursuant to any of the powers granted by law to furnish, expend,
and receive any funds or other assistance in connection with projects being or to be undertaken
pursuant to those powers; and
WHEREAS, the Board of Directors of the State of Hawai'i Hawaii Housing Finance and
Development Corporation (HHFDC) approved a Memorandum of Understanding between
HHFDC and the County of Hawaii on January 11, 2018 whereby HHFDC agreed to lease 15-20
acres to the County for facilities to service the homeless population and to fund the planning
expenses; and
WHEREAS,the County would subdivide the 35.774-acre site (TMK (3) 7-4-020:004),
located at the corner of Kealakehe Parkway and Ane Keohokalole, into two parcels—HHFDC
would develop an affordable rental project on the mauka parcel, and the County would develop
the homeless facility on the makai parcel;
WHEREAS, the planning expenses to be funded by HHFDC include the cost to develop
a master plan and environmental assessment for both the homeless facility and the affordable
rental project to ensure an integrated planning and assessment of these interrelated projects; and
WHEREAS, the environmental assessment would provide the community an opportunity
to comment on the master plan prior to subdividing the parcel or executing a lease;
WHEREAS, HHFDC agreed to reimburse the County from the State's Dwelling Unit
Revolving Fund in the amount of$184,000 for the planning expenses; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in
accordance with Hawai`i Revised Statutes Section 46-7, the Mayor of the County of Hawaii is
authorized to execute, on behalf of the County, an intergovernmental agreement with HHFDC to
plan a homeless facility and affordable rental project, and a separate authorization to lease would
be requested depending on the comments on the environmental assessment.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Administrator of Hawaii County Office of Housing and Community Development,
Mayor Harry Kim, and HHFDC.
