Re: Operating Budget
The County of Hawai`i has been awarded $45,000 in state funds from the State of Hawai`i
Department of Health. These funds will be used for the Department of Environmental
Management's Solid Waste Division's Electronic Waste Recycling program.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $45,000
grant. The Department of Environmental Management is requesting that this bill be waived from
Finance Committee and be placed on the March 14, 2018 Council agenda to expedite the receipt of

A. REQUEST:
A resolution authorizing the Mayor to enter into an agreement to accept grant funds for the Electronic Waste
(E-waste) Recycling Program.
A bill to amend the FY17-18 Operating Budget, Ordinance No. 17-39, to include an appropriation for the
Electronic Waste Recycling Program grant as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
ACT 130 (2017) gave the State of Hawaii Department of Health (DOH) authority to provide limited funding to
reimburse the Counties to partially offset the cost to operate an electronic waste collection and recycling
program. Previously on December 31, 2015, DOH ended their program of partial reimbursement funding for
the Counties. The Department of Environmental Management was notified via email'on January 6, 2018 by
the Hawaii Department of Health that they were proposing resumption of reimbursement funding and
proposed an E-waste grant of$45,000 for FY2017-18. On February 12, 2018 the Department of
Environmental Management received a draft Memorandum of Agreement from the DOH. The $45,000
reimbursement grant is to offset some of the cost of the E-Waste program from April 1, 2018 to June 30,
2018. The E-waste collection and recycling program is highly used by households, government agencies and
businesses and is an important part of the County's landfill diversion program.
In order to expedite use of these grant funds for the benefit of the public, we respectfully request to have the
resolution and bill for the Electronic Waste Recycling Program grant funds waived from committee.

DEPARTMENT OF ENVIRONMENTAL MANAGEMENT
Bill No. 117 : AN ORDINANCE TO AMEND ORDINANCE NO. 17-39, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2018.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
