No. 495-18 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:07 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> • <br /> Your Committee on Finance, to which was referred Resolution No. 495-18,reports as follows: <br /> Resolution 495-18, transmitted by Finance Director Deanna Sako, via Communication No. 736 dated <br /> February 1, 2018, authorizes the Office of the Mayor to enter into an agreement with the State of <br /> Hawai`i Department of Health, Chronic Disease Prevention and Health Promotion Division, pursuant to <br /> Hawai`i Revised Statutes Section 46-7, for a grant to the Planning Department. <br /> Funds in the amount of$9,700 would be used by the Planning Department to allow key staff to attend <br /> Complete Streets training to plan for, design, and operate streets with safe access for all users. <br /> Council Member Eileen O'Hara commented that there has been talk with respect to Complete Streets <br /> and is glad that the grant will be used for the training of some of the Planning Department's staff. <br /> Council Member Herbert M. "Tim" Richards, III, commented on the sustainable transportation forum he <br /> attended and noted that the thought process behind it was that the Complete Streets initiative may not be <br /> the way to go. At the forum, comments were made that in order to having sustainable transportation, <br /> they have to look at the County's zoning and how those are being assigned. <br /> Council Member Dru Mamo Kanuha commented that it is a great concept moving forward and would <br /> like to see the complete streets program plan in order to move forward with it. <br /> April Surprenant, Long Range Planning Program Manager, commented that this grant will provide <br /> further training and education relating to the Complete Streets program. She stated that Planning <br /> Director Michael Yee has been working with Kaua`i to do a peer workshop in late Spring or early <br /> summer and that the Planning Department is in the process of hiring a transportation planner so they <br /> can kick off the complete streets contract. The department is hopeful to have it in place by March or <br /> April 2018. <br /> FC Report No. 82 <br />
