Your Committee on Finance, to which was referred Bill 106, reports as follows:
Bill 106, transmitted by Finance Director Deanna Sako, via Communication No. 737 dated
February 1, 2018, amends Ordinance No. 17-39, as amended, the Operating Budget for the
County of Hawai`i for the fiscal year ending June 30, 2018.
This bill increases revenue in the Fuel Tax account ($4 million) due to the increased Fuel Tax rate in
the current fiscal year; and appropriates the same to the following accounts: Highways Maintenance
Service—Roadside Maintenance Service ($1.4 million), Highway Mass Transit—Other Current
Expenses ($1 million), Highway Maintenance Administration—Other Current Expenses ($490,000),
Traffic Division—Traffic Safety($260,000), Traffic Division— Signals & Street Lights ($550,000),
and Public Safety Disaster/Emergency—Highway Fund ($300,000).
A breakdown summary was given by Aaron Brown, Business Manager for the Department of Public
Works (DPW). He explained the fuel tax revenues generated and where the funds will be going and
noted that the department found it necessary to maintain operations and put some funding back in
needed areas. Mr. Brown stated that DPW is looking to put$1 million into Mass Transit system, funds
to be used for the Traffic Division for synchronization which would help with traffic flow. Also, funds
will go to the Public Safety and Disaster Emergency fund, which, unfortunately was getting cut year
after year. Mr. Brown explained that roads are a major investment that DPW will allocate funds
towards. He estimated that during the first year of increase in the fuel tax, the increase will generate
approximately$4 million.
Council Member Eileen O'Hara commented that on top of the one cent increase, it ended up being about
$850,000 due to the fact that this past year was not a full twelve months.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 106, and recommends
its passage on first reading.
