(H.B.)NO. 1665, HOUSE DRAFT (H.D.)NO. 1, RELATING TO THE
TRANSIENT ACCOMMODATION TAX (TAT)
The proposed H.B. No. 1665, H.D. No. 1, would allocate TAT revenues to
counties based on reimbursements to a county for specified public services
rendered by the county and the amount of the tax credits under a primary
residential property owner tax credit program. It would also create a tax credit
program for primary residential property owners who do not provide transient
accommodations and cap the amount that a particular county may receive in
reimbursements.

A RESOLUTION URGING THE HAWAII STATE LEGISLATURE NOT TO PASS
HOUSE BILL NO. 1665,H.D. 1, RELATING TO THE TRANSIENT
ACCOMMODATION TAX.
WHEREAS, the purpose of H.B.No. 1665 was to amend the amount of transient
accommodations tax revenues allocated to the counties from a specified sum to a percentage of
the revenues collected; and
WHEREAS, at its hearing on the measure held on February 6, 2018, the House Tourism
Committee substantially amended H.B. No. 1665; and
WHEREAS, H.B. No. 1665, H.D. 1, proposes to change the method of allocating
transient accommodations tax revenues to counties to one based on reimbursements to a county
for specified public services rendered by the county and the amount of the tax credits under a
primary residential property owner tax credit program; and
WHEREAS, H.B. No. 1665, H.D. 1, also proposes to create a tax credit program for
primary residential property owners who do not provide transient accommodations; and
WHEREAS, H.B.No. 1665, H.D. 1, also proposes to cap the amount that a particular
county may receive in reimbursements; and
WHEREAS, at its hearing on February 16, 2018, the House Finance Committee
recommended that H.B. No. 1665, H.D. 1, be passed on Third Reading, unamended, and referred
the measure to the Senate; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that it
strongly opposes H.B. No. 1665, H.D. 1, Relating to the Transient Accommodations Tax.
BE IT FINALLY RESOLVED, that a copy of this Resolution be transmitted to the
House Committee on Tourism, House Committee on Finance, Senate Committee on Public
Safety, Intergovernmental, and Military Affairs, Senate Committee on Economic Development,
Tourism, and Technology, Senate Committee on Ways and Means, the Honorable Speaker of the
House Scott K. Saiki,the Honorable President of the Senate Ronald D. Kouchi, the Honorable
Representative Richard P. Creagan, the Honorable Representative Cindy Evans, the Honorable
Representative Nicole E. Lowen, the Honorable Representative Mark M. Nakashima, the
Honorable Representative Richard H.K. Onishi,the Honorable Representative Joy A.
San Buenaventura, and the Honorable Representative Chris Todd.
