RE: Amendment to the Hawai`i County Code
Enclosed is a bill for an ordinance to amend Chapter 2, Article 39, Section 2-194 of the Hawaii
County Code 1983 (2016 Edition, as amended), relating to the Workforce Innovation and
Opportunity Act program. This amendment seeks to add language in order to accept state funds in
addition to federal and County funds already indicated as funding sources.
The Office of Housing and Community Development (OHCD) requests that this bill be waived
from the Finance Committee and be placed on the March 28, 2018 Council agenda in order to
expedite this change and allow the OHCD to then process a resolution and bill to accept state funds
during the current fiscal year. If there are any questions, please do nothesitate to call Neil S.

A. REQUEST: i
The Office of Housing &Community Development "OHCD" requests an ordinance to amend Chapter 2,
Article 39, Section 2-194 Hawaii County Code 1983 (2016 Edition, as amended), relating to the Workforce
Innovation and Opportunity Act Program. The amendment is to add language in order to accept state funds,
in addition to the federal and county funds as already stated.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii is ready to fund monies to OHCD, however Chapter 2, Article 39 Section 2-194 of the
code does not currently allow for state funds. This request is merely to revise the language in the code to be
able to accept State funds.
OHCD requests to bypass Committee as time is of the essence to accept and spend the monies this fiscal
year. - •

RE: Bill No. 122 : AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 39,
SECTION 2-194, OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS
AMENDED), RELATING TO THE WORKFORCE INNOVATION AND
OPPORTUNITY ACT PROGRAM.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
