The County of Hawai`i has been awarded up to $24,000 in federal funds from the Federal Bureau
of Investigation. These funds will be used to support the FBI Child Exploitation Task Force
project.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill
for an ordinance amending the Operating Budget by appropriating this $24,000 grant. The Office
of the Prosecuting Attorney is requesting that this resolution and bill be waived from Finance
Committee and be placed on the March 28, 2018 Council agenda to expedite the receipt of these

A. REQUEST:
A resolution authorizing the Mayor to enter into an agreement to accept grant funds for the FBI Child
Exploitation Task Force Project.
We are requesting that the county accept up to $24,000 for the Prosecutor's Office to utilize for the FBI Child
Exploitation,Task Force (CETF) project. We request the Council's permission to accept the $24,000 Federal
funds from theFBI managed by the FBI Honolulu Field Office. They will reimburse the Office of the
Prosecuting Attorney (OPA) up to $24,000 for costs for Sorftware Licneses, Hard Disk Drives, Thumb Drives
and Overtime incurred by OPA staff while they asssit in investigative work.
We are requesting a bill for an ordinance to accept $24,000 for the FBI CETF Project. This would include
amending the budget to appropriate the funds to the project and creating a general ledger account and
revenue account for the funds.
We request to amend Ordinance 17-39 as amended, the Operating Budget for The County of Hawaii for
the fiscal Year Ending June 30, 2018
We are requesting the waiving of further reading so as to expedite this process as time is an issue for this
project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Prosecutors Office works in collaboration with the FBI through the Child Exploitation Task Force to
provide a rapid, proactive and intelligence-driven investigative response to the sexual victimization of
children and other crimes against children within the FBI's jurisdiction: to identify and rescue child victims; to
reduce the vulnerability of children to sexual exploitation and abuse; to reduce the negative impact of
domestic and international parental rights disputes; and to strengthen the capabilities of the FBI and federal,
state, local and international law enforcement through training, intelligence-sharing, technical support, and
investigative assistance. .
The FBI is willing to reimburse the county up to $24,000 to The Office of the Prosecuting Attorney for these
activities.

- Explanation: Existing staff will be utilized and the county will be reimbursed salary cost up to 350
hours at $60 an hour.
Additional Comments about Grant: MOU's have been signed by Maui PD, Kaua`i PD Hawaii 'County PD
and Hawaii IAC with the FBI. The Hawai`i County Prosecutor's-Office will submit the MOU to the
FBI when County Council approves the acceptance of the funds. MOU is attached.

AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI`I FOR THE
FISCAL YEAR ENDING JUNE 30, 2018.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter beP laced onto the next Council agenda for review. However, in the event this request is
