RESOLUTION NO. 537 18
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO LALAKEA
FOUNDATION FOR THE 2018 KA `AHA HULA '0 HALAUAOLA CONFERENCE.
WHEREAS, Lalakea Foundation is a 501(c)(3)nonprofit organization whose mission is
to perpetuate Native Hawaiian arts and culture, including hula, chant, and other traditional
practices; and
WHEREAS, Ka 'Aha Hula '0 Halauaola, a project of Lalakea Foundation, is a gathering
of kumu hula, cultural practitioners, and noted scholars from Hawai`i and around the world who
come together to share their knowledge with others; and
WHEREAS, the 2018 Ka 'Aha Hula '0 Halauaola conference will be held in Hilo from
June 14 through June 23 and consist of workshops, presentations, and visits to historic, sacred,
and educational sites around Hawai`i Island to elevate and expand the participants' foundation
and understanding of the Hawaiian culture through the art of hula; and
WHEREAS, based on past conferences, it is estimated that over 1,000 participants will
be attending the 2018 Ka 'Aha Hula '0 Halauaola conference, and Lalakea Foundation is
requesting funds for bus service to shuttle participants between workshop venues and
presentations to help alleviate congestion in high-traffic areas; and
WHEREAS, the Department of Parks and Recreation supports this educational outreach
as it falls within its Culture and Education program to promote, perpetuate, and encourage
activities and programs in culture, art, history, and humanities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Parks and Recreation to provide a grant to Lalakea Foundation for the 2018 Ka `Aha Hula '0
Halauaola conference.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
