RESOLUTION NO. 541 18
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BOY SCOUTS OF
AMERICA FOR A SCOUT CAMP AT PU`U WA`AWA`A PRESERVE.
WHEREAS, Boy Scouts of America, a 501(c)(3) nonprofit organization, prepares young
people to make ethical and moral choices over their lifetimes by instilling in them the values of
the Scout Oath and Law; and
WHEREAS, the Cub Scout program focuses on parent monitored advancement that
emphasizes learning about the community, family understanding, personal achievement, fun and
adventure, and preparation for Boy Scouts; and
WHEREAS, the youth scouting units ages 6-18, from Hamakua, Kohala, and Kona
Coast will be participating in a service project and camping activities at the Pu`u Wa`awa`a
Preserve on May 4-5, 2018; and
WHEREAS, the Boy Scouts of America will collaborate with the Department of Land
and Natural Resources (DLNR) and Department of Fish and Wildlife (DOFAW) to provide a
biology/science and cultural program where they will learn about the native Hawaiian plants that
grow in the area, as well as go through the native Hawaiian cultural process of planting; and
WHEREAS, this event also provides a mentoring opportunity for the older Scouts to
work with the younger Cub Scouts by helping them through the planting and trail building
process; and
WHEREAS, Boy Scouts of America is requesting funds to help with first aid and i
medical supplies, camping and activity supplies, training, insurance, and other miscellaneous
expenses associated with the Scout camp; and
WHEREAS, the Department of Parks and Recreation supports improving the lives of
young people through supervised recreational activities intended to promote growth and learning
in a safe environment; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Department of
Parks and Recreation to provide a grant to Boy Scouts of America for a Scout camp at
Pu`u Wa`awa`a Preserve.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
