Aloha,
I support County Council Bill 98, which would impose additional
conditions on pay increases for non -civil service county officials.
The current system has no transparency whatsoever. These increases are
not publicly announced until the newspaper publishes an article about
them. In addition, these increases are front loaded, so they're very large.
The process behind these salary increases needs to be adjusted, so
they're are phased in instead of being paid in lump sum all at once.
Bear in mind personnel expenses constitute 62% of the county's budget.
There is a short term and long term consequences from these increases as
a result. The county budget will have to be increased in both scenarios
to cover the increase and to pay for the increased retirement benefits
for these individuals.
