I am testifying that I concur with Russell Ruderman's statement
but I would like to add that if our busses are to be upgraded that
they be hybrid or electric.
I -urge you to recognize this important fact:
The lack of a functional, reliable public transportation system
harms poor people many times more than a 1/2% increase in
GE.
