No. 753/Bill No. 109 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:25 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 109, reports as follows: <br /> Bill No. 109, transmitted by Mayor Harry Kim, via Communication No. 753, dated February 1, <br /> 2018, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of <br /> the Hawai`i County Code 1983 (2016 edition, as amended), by changing the District <br /> Classification from Single-Family Residential— 15,000 square feet(RS-15) to Single Family <br /> Residential— 10,000 square feet(RS-10) at Waiakea Homesteads, South Hilo, Hawai`i, covered <br /> by Tax Map Key: 2-4-010:028 (Applicant: OYS Properties, LLC) (Area: approx. 21,815 square <br /> feet). <br /> Mayor Kim forwarded the Windward Planning Commission's favorable recommendation for this <br /> change of zone, which would allow the applicant to subdivide the property into two lots. The <br /> applicant intends to build a new dwelling on the newly created lot and retain the existing <br /> dwelling on the other lot. <br /> Planning Consultant Zendo Kern appeared together with the applicant, Ramona Sakamoto. <br /> Mr. Kern gave a brief overview of the project and explained that this is a simple and <br /> straightforward rezoning being done so that the applicant can subdivide it into two lots to build <br /> another home. He said that it meets all the criteria as far as roads,water, LUPAG map, County <br /> zoning, and that there has been no controversy. Mr. Kern further stated that this is a small way <br /> to increase density and minimize sprawl. <br /> In response to inquisition by Council Member Lee Loy, Mr. Kern stated that all conditions of <br /> approval have been agreed to. Ms. Lee Loy expressed her support for this project and said that it <br /> fits into the long-range master plan for the area. <br /> The vote was then taken on the motion to move this measure to council with a positive <br /> recommendation and passed with eight"ayes." <br /> PC Report No. 52 <br />
