No. 753/Bill No. 109 PLACE: Council Chambers Hilo, Hawai`i TIME: 2:25 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 109, reports as follows: Bill No. 109, transmitted by Mayor Harry Kim, via Communication No. 753, dated February 1, 2018, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawai`i County Code 1983 (2016 edition, as amended), by changing the District Classification from Single-Family Residential— 15,000 square feet(RS-15) to Single Family Residential— 10,000 square feet(RS-10) at Waiakea Homesteads, South Hilo, Hawai`i, covered by Tax Map Key: 2-4-010:028 (Applicant: OYS Properties, LLC) (Area: approx. 21,815 square feet). Mayor Kim forwarded the Windward Planning Commission's favorable recommendation for this change of zone, which would allow the applicant to subdivide the property into two lots. The applicant intends to build a new dwelling on the newly created lot and retain the existing dwelling on the other lot. Planning Consultant Zendo Kern appeared together with the applicant, Ramona Sakamoto. Mr. Kern gave a brief overview of the project and explained that this is a simple and straightforward rezoning being done so that the applicant can subdivide it into two lots to build another home. He said that it meets all the criteria as far as roads,water, LUPAG map, County zoning, and that there has been no controversy. Mr. Kern further stated that this is a small way to increase density and minimize sprawl. In response to inquisition by Council Member Lee Loy, Mr. Kern stated that all conditions of approval have been agreed to. Ms. Lee Loy expressed her support for this project and said that it fits into the long-range master plan for the area. The vote was then taken on the motion to move this measure to council with a positive recommendation and passed with eight"ayes."
