comments on Bill 113: commercial sponsorship
for Hawai' i County Council Finance Committee, 9 Am Tuesday, March 13, 2018, Hilo
chambers -
from Cory Harden, Hilo 333cor ngmail.com
Thank you for considering all angles to deal with our budget woes. But if we do this at all,
there is much to consider.
County officials may develop a bias, perhaps unconscious, towards past donors and potential
donors to keep the money coming in. Certainly some people will perceive them as biased.
If we do this, we should avoid advertising plastered all over our buses and parks. Recognition
should be more low-key—like a plaque on a bench or in a building, or a press release.
The criteria for an appropriate proposal should be further spelled out.
We should keep the stipulation that Council vote on each sponsorship. But we should evaluate
whether dealing with this sponsorship program will take up too much Council time.
There should be a ceiling on amounts per donor, per year, so one person can't "buy" the
County.
Sponsorship is a slippery slope, so we should proceed with great caution perhaps staring
with limited donation amounts, limited recognition, and a sunset date on the sponsorship
program.
