I have lived in Hawi, North Kohala for 29 years and for the last 19 years on a narrow Ag lot (127.5' wide)
on which we grow mac nuts. On Xmas day my next door neighbor, whose lot is the same width as mine,
installed, with the help of,a bunch of other men, a rooster farm complete with the typical little "houses",
the tethers and about 3 dozen game cocks. Since then, my wife and I haven't had a decent night's sleep
or a quiet stress -free day at home. We have had to keep the windows shut at all hours and have installed
a white noise machine to drown out the roosters. We wear earplugs until our ears hurt. My wife, who
suffers from migraines, has had her condition worsen. We are seriously "stressed out".
The birds are as close as 50 feet from our bedroom window. And now our property is roamed by feral
chickens and their chicks who were attracted by the racket next door. We called the police who did
nothing, the Humane Society who did nothing, and the State Dept. of Health, whose inspector said they
don't deal with rooster complaints. We also spoke to Tim Richards, our councilman as did a number of the
other neighbors. A rooster farm of this size simply should not be so close to the neighbors.
We have talked to a realtor about selling because the situation is so bad. It is clear from discussions with
her, that the property is no longer as valuable as it was a few months ago, when one of our prime selling
points would have been the peacefulness of the property. I will be disputing our next property tax
assessment because of this.
strongly support Bill 112, the measure to restrict rooster farms, and hope that the county
government will enact it.

I just read in today's paper that you have proposed restrictions on rooster farms. I want to voice my
complete support.

I hope that there will be an opportunity for the public to testify on your proposal. I, for one, would like to be
heard as would some of our neighbors. I think those who want to raise these birds should be forced to
show some consideration for their neighbors, since they won't do that of their own accord.
