My family and I writing to you in hope that you address a very difficult situation we have here in Hawaii. Somehow, rooster farms have come to be accepted as part of agriculture. Clearly these collections of very high decibel creatures (90+ decibels) are a nuisance when they are "farmed" in residential communities an -d that is why roosters are banned in many cities and towns throughout the developed world. Unfortunately, when land is zoned for agriculture these "cock farms" have been permitted which might be tolerable in a 20 -acre Ag zone, but when you live in a tight 5 -acre or less Ag zone, one might end up with 50 creatures sounding off at 90 decibels all night long. This is exactly what happened less than 200 feet from our home. We have happily resided at 55-716 have road i.n Hawi for over 10 years when without notice one of our neighbors, established a 50 rooster cacophony at 55-702A Hawi Road. This neighbor also has multiple chained, and incessantly barking dogs; and a large number of unfixed and wandering cats on the property. Many of the adjacent neighbors attempted to reason with this neighbor when he set out to create this cock farm and we were only met with obstinateness, hostility and even racial epithets. Currently, my family, including 4 children under 10 years old, are being severely impacted by this noise pollution. Additionally, both myself and two neighbors all operate legal rentals which have been almost ruined due to the constant crowing around the clock. This, of course, leads to a loss of tax revenue for the state. Clearly, there is legislation to redress barking dogs (also 90 decibels) in agricultural zoning, why can't we do something about roosters? We would sincerely appreciate it if your office would pursue this- issue as our livelihoods, our sanity and our home values in this and many other neighborhoods are being significantly impacted by this absurd agricultural anomaly. Lastly, we appeal to your compassion. Rooster farms are farcically passed off as legitimate agriculture when everyone knows that these operations are nothing more than mills for the creation of pain and suffering of fowl. These birds lead a miserable confined life only to be mailed off for slaughter at a cock fight which we all know IS illegal. This gross inconsistency in our laws seems to be overlooked due to some B.S. about "cultural history" in Hawaii. All one, needs to do is to study the cultural history of cock fighting to discover that the history involves a few birds in a backyard and an occasional clandestine. meeting. My apologies in advance for my extreme language, but this is an extreme situation as evidenced by the fact I am drafting this letter at 3:30 A.M. after my infant has been awakened 3 times and myself as well.
