My husband and I are owners of a rental home located at 15-1383 22nd Ave., in Hawaiian Paradise Park, Keaau. In January of 2017 I received a call from my tenant saying that the neighbor on the adjoining lot to the southeast of the rental house was putting in their backyard many cages with roosters in them. This lady, my tenant, just had a baby in November of 2016. Her and her husband were already not getting much sleep adjusting to having a new baby: You have to feel for them when the roosters were filling the lot next door. They were just miserable with the noise at all times of the day and night. My tenant wrote to explain why she wanted to move out of our rental house. To sum it up, she, being a brand new mother, was being inundated with noise all day and night. She was getting sick from lack of sleep. She was also worried that her new baby was being affected by rooster feces that blew in the wind! The baby was sneezing and coughing. The rooster farm is on the southeast side of the rentals so the trade winds blow across the rooster farm and toward our rentals. This is how bad it is for the neighbors!! They had seven more months in their lease, but I didn't hold them to the lease and they left at the end of February. As you can see, I am impacted financially by this neighbor's rooster activity. My husband and I need the rental income for our retirement. I come to you to express my deepest sorrow for what is happening in most Puna communities. You can drive around the area and see 1000s of pitiful roosters tied up on short leashes, with a small metal tepee to shade them from the elements. The animals are really abused! We all know why there are more than a few roosters on a property ----these roosters are headed to cock fights. There must be big money in the gambling with +~C15,.q q Ref. Date .; D. I have seen in the last several years many new rooster farms popping up. The rooster farms and the cockfights are a scourge to our county and communities. Leaders are turning a blind eye to activity that leads to criminal activity, gambling. The rooster farmer has been allowed to contaminate and make miserable the neighbors' lives. What message does this send to our young people? Let's be honest about an important point --most residents move to Puna because they cannot afford to live in residentially zoned Hilo town. As a realtor I hear all the time of residents that would prefer to buy in Hilo but cannot afford Hilo prices. Citizens with middle to lower income are doing great to own a home anywhere on the island and should be able to live in peace and quiet. HPP and many of Puna's subdivisions now have over 50% of their lots filled with homes. That is over 4000 homes in HPP! Ainaloa and the Hawaiian Beach Subdivisions are also more than 50% full of homes. That's another 4000+ homes! With this high increase of homes in Puna and throughout the island, it is time that the AG zoning be revised. Just like "ohana" houses used to be allowed on AG zoned lots, there can be revisions to the zoning. Please agree with the fact that Rooster farms are not a legitimate AG business. Rooster farms contribute to illegal activities. Rooster farms are making many neighbors totally miserable and sick. Rooster farms ruin the property values around them. Rooster farms are an abuse of animals. Rooster farms should be banned and the AG zoning description should be changed to make that clear.
