"Legislation has been introduced in the Hawaii County Council (Bill 112) that would prohibit the keeping of more
1 than 4 roosters in any enclosure less than 75 feet from a property line.
j There is virtually no reason to keep more than four roosters on one's property unless raising them for
I cockfighting. There are more and more of these "rooster farms" cropping up on small ag-zoned lots around the
county, feeding into the illegal cockfighting trade.

j In addition to contributing to the animal cruelty and other criminal aspects associated with cockfighting (drugs,
gambling, etc.), these "farms" are creating a public nuisance, health risks and loss of property for their
residential neighbors. Some have dozens or hundreds of roosters kept just feet from neighboring property lines,
crowing at all hours of the day and night, fouling the air and ground with odor, dust and lice, and making life
unbearable for area residents, and their homes unmarketable. Roosters imported from other countries for
cockfighting can carry diseases which could decimate the populations of any domestic poultry or egg -laying
j operations, as happened in California.
