Good morning,
I wanted to voice my opinion and concern for the proposed rooster ban legislation. Let me
first say that I despise cock fighting with every fiber of my being, it is cruel and inhumane. I,
however, do not feel that this legislation will neither stop cock fighting or prevent it from
occurring. The bill will merely impose undue hardships on poultry farmers and those striving
for sustainability.
1. You see, most if not all small agriculture lots are at the most 150 feet wide, as mine is, and
if I cannot have roosters 75 feet from my property line, then I cannot have them at all.
2. Cock fighters are going to find a way to cock fight regardless if you ban them from having
their little teepees set up.
3. If you want to breed more than one type of chicken, lets say you want a good genetic line of
meat birds, you need at least 4 roosters per breed (or else you end up with inbreeding) and if
you want a good cross for meat birds you need both Cornish game birds and Plymouth rock
breeds..which means you need 8 roosters minimum. That doesn't count if you want a pet
breed like Silkies or a fancy breed. Each breed you want to have will require that many
roosters. This is typical for any SMALL poultry farm.
4.1 really feel like this bill is NOT meant to oppose rooster farms or cockfighting. When
reading the complaint, it seems the REAL complaint is the 'smell' and 'noise' which I feel that
are things you should have considered when purchasing and living on AGRICULTURE land.
As a homeowner on AG land, I realize that my neighbors can use their agriculturally zoned
land for any number of things like a pig farm, plants, rooster farms, goats or any other kind of
livestock. I knowingly, as did everyone who has purchased in agriculture land, bought here so
I could produce for my community. We already have a shortage of local poultry farms, and I
realize that this bill isn't AIMED at poultry farms, but it will greatly impact them!! This bill
will give power to those who move here wanting to make agriculture land strictly residential.
I STRONGLY OPPOSE this bill as written!!

Re: Aloha all, Below is the language of Bill 112 which is about Rooster Farms. If passed, this
bill puts restrictions on where Rooster Farms (not chicken or poultry farms) can be located on
Ag lands. It primarily affects small lot agricultural subdivisions and enforcement will be
complaint driven. This bill started when 25 Puna residents called a meeting with Harry Kim on
this subject in June 2017. Complaints about the noise, odor and health hazards of living too
close to a rooster farm have flooded my office since my term began and it is also the most
common complaint that the Upper Puna Dist 5 Council office receives. This .bill is intended to
ease the land use conflicts and restricts where rooster farms can be located. It does not ban
rooster farms! Testimony may be provided to the Council Planning Committee for its March
13 meeting via email: counciltestimon7 cr hawaiicounty.goor in person at the meeting or
from a remote site such as my Pahoa office. The time -of-the meeting won't be set until March
7 so will update as information is available. I encourage people to testify either in writing or in
person. Mahalo!
